देहरादून:  राजधानी में नगर निगम ने अब पेड़ काटने की अनुमति को लेकर नए नियम लागू कर दिये हैं। अब अगर नगर निगम के तहत आने वाले क्षेत्र में पेड़ काटने की अनुमति मिलेगी तो, शर्तों के साथ शुल्क भी देना होगा।

शहर में विकास कार्यों के बीच पर्यावरण संरक्षण की दिशा में नगर निगम ने अहम फैसला लिया है। नगर निगम पेड़ काटने के लिए मुफ्त में अनापत्ति प्रमाण पत्र (एनओसी) नहीं देगा। इसके लिए कुछ शर्तें व शुल्क तय किए गए हैं।

नए नियमों के अनुसार अब आवासीय प्लाट में पेड़ काटने पर प्लॉट मालिक को प्रति पेड़ दो हजार रुपये, जबकि व्यावसायिक प्लाट में दस हजार रुपये प्रति पेड़ शुल्क नगर निगम में देना पड़ेगा। यही नहीं, आवासीय प्लाट के स्वामी को किसी भी भूमि पर पांच पौधे, जबकि व्यावसायिक प्लाट के स्वामी को दस पौधे लगाने पड़ेंगे। इसकी फोटो नगर निगम को देने पर ही उसे एनओसी जारी की जाएगी।

मौजूदा समय में पेड़ काटने के लिए वन विभाग में आवेदन किया जाता है। जिसके बाद वन विभाग द्वारा संबंधित भू.स्वामी से नगर निगम से भी एनओसी लाने को कहा जाता है।

अभी तक नगर निगम इसके लिए कोई शुल्क नहीं लेता था, मगर बुधवार को नगर निगम बोर्ड की बैठक में शहर में पेड़ कटान पर शुल्क एवं शर्तें तय कर दी गईं हैं। महापौर सुनील उनियाल गामा के साथ ही नगर आयुक्त विनय शंकर पांडेय ने शहर में पर्यावरण संरक्षण के लिए अब कठोर कदम उठाने की पैरवी की। जिसके बाद तय हुआ कि अब पेड़ काटने के लिए निगम मुफ्त में एनओसी नहीं देगा। इसके लिए प्रति पेड़ के हिसाब से शुल्क व शर्तें तय कर दी गईं हैं। पेड़ काटने के बदले पौधे लगाने की शर्त में भी निगम ने राहत दी है। सवाल ये उठ रहा था कि संबंधित भूस्वामी किसकी भूमि पर पौधारोपण करेगा। जिस पर नगर आयुक्त ने बताया कि पौधे केवल अपने प्लाट में ही नहीं सरकारी भूमि पर भी लगाए जा सकते हैं। यदि इसमें परेशानी है तो भूस्वामी पौधे नगर निगम में जमा करा सकता है। जिसके बाद निगम खुद पौधारोपण कराएगा।
