लखवाड़ बहुद्देशीय परियोजना की भारत सरकार से जल्द मिलेगी 4673 करोङ की वित्तीय स्वीकृतिए केन्द्रीय जल शक्ति मंत्री ने दिया आश्वासन,  किसाऊ परियोजना पर संबंधित राज्यों की होगी संयुक्त बैठक,  किसाऊ परियोजना का होगा संशोधित एमओयू,  केंद्रीय जल शक्ति मंत्री गजेंद्र सिंह शेखावत और मुख्यमंत्री पुष्कर सिंह धामी जल्द करेंगे उत्तराखण्ड में जल जीवन मिशन की संयुक्त समीक्षा

देहरादूनः मुख्यमंत्री पुष्कर सिंह धामी ने नई दिल्ली में  केंद्रीय जलशक्ति मंत्री गजेन्द्र सिंह शेखावत से शिष्टाचार भेंट की। इस दौरान सीएम ने केंद्रीय जलशक्ति मंत्री से लखवाड़ बहुद्देशीय परियोजना समेत हर खेत को पानीष् अन्तर्गत 422 लघु सिंचाई योजनाओं सहित विभिन्न योजनाओं की स्वीकृति व संशोधित एमओयू को लागू किए जाने का अनुरोध किया।

मुख्यमंत्री धामी ने नई दिल्ली में  केंद्रीय जलशक्ति मंत्री गजेन्द्र सिंह शेखावत से भेंट करने के दौरान लखवाङ बहुद्देशीय परियोजना की भारत सरकार से वित्तीय स्वीकृति प्रदान करवाने और किसाऊ परियोजना का संशोधित एमओयू किए जाने का अनुरोध किया।

इस पर केंद्रीय जलशक्ति मंत्री ने कहा कि लखवाड़ बहुद्देशीय परियोजना की भारत सरकार से जल्द वित्तीय स्वीकृति दी जाएगी। किसाऊ परियोजना पर संबंधित राज्यों की संयुक्त बैठक की जाएगी। केंद्रीय मंत्री ने  किसाऊ परियोजना के संशोधित एमओयू के लिये भी आश्वस्त किया।

यह भी निर्णय लिया गया कि  केंद्रीय जल शक्ति मंत्री गजेंद्र सिंह शेखावत और मुख्यमंत्री पुष्कर सिंह धामी उत्तराखण्ड में जल जीवन मिशन की जल्द ही संयुक्त समीक्षा करेंगे।

मुख्यमंत्री ने केन्द्रीय मंत्री से पीएमकेएसवाई. हर खेत को पानी योजना के अन्तर्गत पर्वतीय राज्यों के लिये मानको में परिवर्तन या शिथिलीकरण प्रदान किये जाने का आग्रह किया। साथ ही प्रधानमंत्री कृषि सिंचाई योजना. ष्हर खेत को पानीष् अन्तर्गत 422 लघु सिंचाई योजनाओं की स्वीकृति निर्गत किए जाने का भी अनुरोध किया।

-लखवाड़ बहुद्देशीय परियोजना

पस अवसर पर मुख्यमंत्री ने जनपद देहरादून में यमुना नदी पर स्थित 300 मेगावाट की लखवाड़ बहुउद्देशीय परियोजना पर चर्चा करते हुए कहा कि परियोजना निर्माण हेतु सभी वांछित स्वीकृतियाँ प्राप्त हैं तथा वित्तीय सहायता हेतु भारत सरकार की आर्थिक मामलों की मंत्रीमण्डलीय समिति से स्वीकृति एवं केन्द्रीय अनुदान प्राप्त होते ही इस राष्ट्रीय महत्व की परियोजना का निर्माण कार्य प्रारम्भ किया जा सकता है।

मुख्यमंत्री ने केद्रीय मंत्री से भारत सरकार की आर्थिक मामलों की मंत्रिमण्डलीय समिति से लखवाड़ बहुउद्देशीय परियोजना की शीघ्र वित्तीय स्वीकृति प्रदान करने हेतु प्राथमिकता पर आवश्यक कार्यवाही करने  का अनुरोध किया। इस पर केंद्रीय जलशक्ति मंत्री ने कहा कि लखवाङ बहुद्देशीय परियोजना की भारत सरकार से जल्द वित्तीय स्वीकृति दी जाएगी।

गौरतलब है कि जल संसाधन मंत्रालय, भारत सरकार द्वारा लखवाड बहुद्देशीय परियोजना 300 मेघावाट की तकनीकी स्वीकृति दिनांक 3 जनवरी, 2013 तथा निवेश स्वीकृति माह अप्रैल 2016 में निर्गत की गयी। भारत सरकार द्वारा निर्गत निवेश स्वीकृति के अन्तर्गत परियोजना की कुल अनुमानित लागत रू 5747.17 करोड़ में से जल घटक रू 4673.01 करोड ;81.30ःद्ध का वित्त पोषण भारत सरकार द्वारा 90रू10 के अनुपात में किया जाना है तथा शेष रू 1074.00 करोड़ ;18.70ःद्ध जो कि ऊर्जा घटक है, का वित्त पोषण उत्तराखण्ड सरकार द्वारा किया जायेगा।

-किसाऊ परियोजना

मुख्यमंत्री ने किसाऊ परियोजना पर चर्चा करते हुए कहा कि परियोजना की विद्युत घटक लागत एवं जल घटक लागत को भविष्य में परियोजना की कुल पुनरीक्षित लागत के सापेक्ष क्रमशः 13.3 प्रतिशत व 86.7 प्रतिशत पर स्थिर किया जाए।  उत्तराखण्ड और हिमाचल प्रदेश को बिना किसी बाधवार सीमा के अपने जलांश का उपयोग किये जाने और अपने जलांश के अनुपयोगी जल को ;यदि कोई हो. किसी भी राज्य को विक्रय किया जाने की अनुमति हो। उत्तराखण्ड राज्य को पूर्व में अपर यमुना रीवर बोर्ड द्वारा आवंटित जलांश 3.814 प्रतिशत से कम न किया जाए।

मुख्यमंत्री ने केंद्रीय मंत्री से किशाऊ बहुउद्देशीय बाँध परियोजना के कार्यान्वयन को गति प्रदान करने हेतु उक्त संशोधनों के साथ अंतर्राज्यीय समझौता ज्ञापन हस्ताक्षरित किये जाने के संबंध में आवश्यक कार्यवाही करवाने का अनुरोध किया। केंद्रीय मंत्री ने कहा कि किसाऊ परियोजना पर संबंधित राज्यों की संयुक्त बैठक की जाएगी। केंद्रीय मंत्री ने  किसाऊ परियोजना के संशोधित एमओयू के लिये भी आश्वस्त किया।

-सीएसएस.एफएमपी

मुख्यमंत्री ने केन्द्रपुरोनिधानित बाढ़ प्रबन्धन कार्यक्रम ;सीएसएस.एफएमपीद्ध के अन्तर्गत निर्माणाधीन 12 योजनाओं के लिए अवशेष केंद्रांश  29ण्52 करोड़ रूपये की राशि अवमुक्त करने और 38 नई बाढ़ सुरक्षा योजनाओं अनुमानित लागत 1108ण्38 करोङ रूपयेए की इन्वेस्टमेंट क्लीयरेंस की स्वीकृति देने का अनुरोध किया।

मुख्यमंत्री ने कहा कि केन्द्रपुरोनिधानित बाढ़ प्रबन्धन कार्यक्रम  के अन्तर्गत  निर्माणाधीन 12  योजनायें जिनकी स्वीकृत लागत 158.67 करोड़ रूपए के सापेक्ष केन्द्रांश की धनराशि 29.52 करोड़ रूपये की राशि भारत सरकार के स्तर से अवमुक्त किया जाना शेष है। उपरोक्त सभी कार्यों की स्वीकृत लागत के सापेक्ष राज्यांश की सम्पूर्ण धनराशि पूर्व में ही राज्य सरकार द्वारा निर्गत की जा चुकी है। भारत सरकार द्वारा पूर्व में अवमुक्त केन्द्रांश की धनराशि का उपयोगिता प्रमाण पत्र भी गंगा बाढ़ नियंत्रण आयोग, पटना, भारत सरकार को प्रेषित किया जा चुका है। मुख्यमंत्री ने अवशेष केन्द्रांश की धनराशि 29.52 करोड रूपए भारत सरकार के स्तर से अवमुक्त किये जाने का अनुरोध किया।

मुख्यमंत्री ने कहा कि उत्तराखण्ड राज्य की केन्द्रपुरोनिधानित बाढ़ प्रबन्धन कार्यक्रम के अन्तर्गत 38  नई बाढ़ सुरक्षा योजनायें, अनुमानित लागत 1108.38 करोड रूपए है,  गंगा बाढ़ नियंत्रण आयोग, पटना, जल संसाधन नदी विकास एवं गंगा संरक्षण विभाग, जल शक्ति मंत्रालय, भारत सरकार द्वारा टेक्नो इकोनोमिक क्लीयरेंस प्रदान किया जा चुका है। इन्वेस्टमेंट क्लीयरेंस के लिये प्रस्ताव जल संसाधन नदी विकास एवं गंगा संरक्षण विभाग, जल शक्ति मंत्रालय, भारत सरकार को प्रेषित है, जिन पर स्वीकृति अपेक्षित है।

-पीएमकेएसवाई. हर खेत को पानी योजना

मुख्यमंत्री ने कहा कि पर्वतीय क्षेत्रों की दुर्गम स्थिति को देखते हुए पीएमकेएसवाई. हर खेत को पानी योजना के अन्तर्गत पर्वतीय राज्यों के लिये मानको में  परिवर्तन या शिथिलीकरण प्रदान किया जाना चाहिए। सर्फेस माइनर इरीगेशन स्किम में नहरों की पुनरोद्धार, सृदृढीकरण तथा विस्तारीकरण की योजनाओं को भी स्वीकृति प्रदान की जायें। पर्वतीय क्षेत्रों में नहर निर्माण की लागत अधिक होने के कारण वर्तमान प्रचलित गाईड लाईन 2.50 लाख रूपए प्रति हैक्टेयर लागत की सीमा को बढ़ाकर 3.50 लाख रूपये प्रति हैक्टेयर किया जाना चाहिए।

बैठक में उत्तराखण्ड के मुख्य स्थानिक आयुक्त ओमप्रकाश, स्थानिक आयुक्त डॉ बी वी आर सी पुरुषोत्तम भी उपस्थित थे।
