देहरादून: निर्माण कार्य के दौरान जो भी अधिकारी अपने बजट को शत प्रतिशत खर्च नहीं करेगा उसके विरुद्ध प्रतिकूल प्रविष्टि की जाएगी। उक्त बात शुक्रवार को लोक निर्माण विभाग निदेशालय में समीक्षा बैठक के दौरान विभागीय अधिकारियों को सचेत करते हुए प्रदेश के लोक निर्माण मंत्री सतपाल महाराज ने कही।

प्रदेश के लोक निर्माण मंत्री सतपाल महाराज ने शुक्रवार को लोक निर्माण विभाग निदेशालय में आयोजित समीक्षा बैठक में विभाग द्वारा किए जा रहे कार्य की जानकारी लेने के साथ-साथ विभागीय अधिकारियों को सड़कों के निर्माण में गुणवत्ता लाने के साथ-साथ समय से पूरा करने के निर्देश दिए।

महाराज ने अपनी प्रथम विभागीय समीक्षा बैठक में प्रदेश के सभी जनपदों के निर्माण खंड के अधिकारियों को हिदायत दी है कि मार्गों का रख रखाव प्राथमिकता से होना चाहिए उन्होंने कहा कि राज्य की अधिकांश सड़कों की स्थिति चिंताजनक है और को पर गड्ढे ही गड्ढे नजर आते हैं। जिस कारण इन मार्गों पर यातायात असुविधाजनक और असुरक्षित है।

लोक निर्माण मंत्री ने कहा कि सड़कों पर लगे साइन बोर्ड गिरे हुए हैं साइन बोर्ड को फोन लगाया जाए स्थानों पर पेड़ों की टहनियों से घिरे होने के कारण विजन स्पष्ट नहीं है उन स्थानों पर पेड़ों की लॉपिंग की जानी चाहिए की । मार्गो पर नालियों तथा स्कबर बंद पड़े हुए हैं बरसात प्रारंभ हो चुकी है किंतु इनकी सफाई नहीं कराई जा सकी है अतः तुरंत सफाई इनकी करवाई जाए।

उन्होंने लोक निर्माण विभाग के अधिकारियों को निर्देश दिए कि मार्गों का निर्माण निर्धारित समय पर किया जाना चाहिए, बार-बार पुनरीक्षित आंगणन गठित किए जाने की जो परंपरा है उससे निर्माण की लागत में कई गुना वृद्धि हो जाती है इसलिए निर्धारित समय सीमा के अंदर निर्माण कार्य सुनिश्चित किया जाए।

सतपाल महाराज ने कहा की पूरी कनेक्टिविटी भारतमाला के माध्यम से करने का प्रयास किया जा रहा है। सड़क निर्माण के दौरान एलाइनमेंट का ध्यान रखना बहुत आवश्यक है ताकि हम पेट्रोल डीजल की खपत को भी कम कर सकें। उन्होंने कहा कि जब हम सड़कों की बात करते हैं तो हमें इस बात का ध्यान रखना चाहिए कि ट्रैवलिंग डिस्टेंस कम हो और पर्यटक जल्दी से अपने गंतव्य तक बिना किसी बाधा के आना जाना कर सकें।

समीक्षा बैठक के दौरान लोक निर्माण मंत्री ने 2013 की त्रासदी का जिक्र करते हुए कहा कि चूंकि हमारी सड़कें नदी के किनारे थी इसलिए वह पूरी बह गई और हमारी कनेक्टिविटी रुक गई। इसलिए हमारा प्रयास यह भी होगा कि त्रासदी को ध्यान में रखते हुए एलिवेटेड थोड़ा ऊंचे पहाड़ों की धार के सहारे कनेक्टिविटी रखी जाए।

महाराज ने कहा कि अक्सर देखने में आता है कि सड़कें दो या तीन चरणों में बनती हैं अब हम ऐसी व्यवस्था करने जा रहे हैं कि फॉरेस्ट की अनुमति मिलने के बाद एक ही चरण में सड़क स्वीकृत हो ताकि लोगों को काम होता हुआ नजर आए। उन्होंने बताया कि प्रदेश के मुख्यमंत्री का भी यही संदेश है कि काम होता हुआ धरातल पर दिखाई देना चाहिए। उसी के दृष्टिगत आज सभी अधिकारियों को निर्देशित किया गया है।

लोक निर्माण मंत्री  ने कहा कि ऐसी महत्वपूर्ण सड़कें हैं जिनका निर्माण राष्ट्रीय सुरक्षा की दृष्टि से महत्वपूर्ण है उनमें भी हम तेजी लाने का प्रयास करेंगे। उन्होंने यह भी कहा कि सड़क की गुणवत्ता के दृष्टिगत समय-समय पर परीक्षण कराया जाएगा। इसलिए अधिकारियों को पूरे मनोयोग से काम करने की आवश्यकता है। उन्होंने स्पष्ट किया कि जो भी अधिकारी अपने बजट को शत प्रतिशत खर्च नहीं करेगा तो उसकी प्रतिकूल प्रविष्टि की जाएगी। उन्होंने कहा कि जनता से मिले सुझाव के अनुसार तेजी से उत्तराखंड के अंदर कनेक्टिविटी लाई जाएगी।

महाराज ने बताया कि प्रदेश के अनेक जनपदों में रिंग रोड का प्रस्ताव है जिससे लोग जाम में फंसने से निजात पा सकें। हमारा प्रयास है कि दुनिया में जो भी नवीनतम तकनीक है उसे अपनाते हुए उत्तराखंड में सड़कों का तेजी से विकास हो।
