देहरादून:  मुख्यमंत्री त्रिवेन्द्र सिंह रावत की अध्यक्षता में मंगलवार को सचिवालय में ग्राम्य विकास एवं पलायन आयोग की बैठक आयोजित हुई। आयोग में सदस्यों की नियुक्ति के पश्चात आयोग की यह पहली बैठक रही जिसमें उपाध्यक्ष सहित सभी नामित सदस्य एवं उच्चाधिकारी मौजूद रहे।

इस अवसर पर मुख्यमंत्री त्रिवेन्द्र ने जनपद बागेश्वर के ग्रामीण क्षेत्रों में सामाजिक व आर्थिक विकास को सुदृढ़ करने एवं पलायन को कम करने हेतु आयोग द्वारा की गई सिफारिशों से सम्बन्धित पुस्तिका का विमोचन किया। उन्होंने कहा कि पलायन आयोग द्वारा पलायन के मूल कारणों से सम्बन्धित दी गई प्राराम्भिक रिपोर्ट से ही स्पष्ट था कि राज्य से पलायन मुख्यतः शिक्षा व स्वास्थ्य की बेहतर सुविधा एवं रोजगार की कमी रही है।

उन्होंन कहा कि आयोग के सुझावो पर राज्य सरकार द्वारा नीतिगत निर्णय लिये जा रहे है। उन्होंने कहा कि आयोग को वर्किंग एजेन्सी के रूप में नहीं अपितु राज्य से पलायन रोकने तथा ग्रामीण क्षेत्रों के सामाजिक व आर्थिक विकास के लिये थिंकटेक के रूप में कार्य करना होगा। आयोग के सदस्यों को ग्रामीण क्षेत्रों में विभिन्न स्तरों पर कार्य करने का अनुभव है। उनके अनुभव राज्य के समग्र विकास में उपयोगी होंगे इसका उन्होंने विश्वास जताया।

बैठक में उपाध्यक्ष, ग्राम्य विकास एवं पलायन आयोग डॉ0 एस0एस0नेगी ने बताया कि आयोग द्वारा अब तक राज्य के पर्वतीय जनपदों, ईको टूरिज्म, ग्राम्य विकास एवं कोविड-19 के प्रकोप के दौरान राज्य में लौटे प्रवासियों एवं उनके पुनर्वास पर आधारित 11 सिफारिशे प्रस्तुत की जा चुकी है। बागेश्वर के ग्रामीण क्षेत्रों पर आधारित रिपोर्ट के सम्बन्ध में डॉ. नेगी ने बताया कि जनगणना वर्ष 2011 के अनुसार जनपद बागेश्वर की जनसंख्या 2,59,898 है, इनमें 1,24,326 पुरूष तथा 1,35,572 महिलाएं है। पिछले 10 वर्षों में 346 ग्राम पंचायतों से कुल 23,388 व्यक्तियों द्वार अस्थायी रूप से पलायन किया गया है। पिछले 10 वर्षों में 195 ग्राम पंचायतों से 5912 व्यक्तियों द्वार पूर्णरूप से स्थायी पलायन किया गया है। आंकड़े दर्शाते है कि जनपद के सभी विकास खण्ड़ो में स्थायी पलायन की तुलना में अस्थायी पलायन अधिक हुआ है। जनपद की प्रति व्यक्ति आय वर्ष 2016-17 के लिए अनन्तिम रूप से 1,00,117 रूपये है।

आयोग द्वारा जनपद हेतु जो सिफारिशें रखी हैं उनमें प्रमुख रूप से पशुधन की गुणवत्ता में सुधार लाने एवं कृत्रिम गर्भाधान केन्द्रों की संख्या बढ़ाना, दुग्ध उत्पादन एवं दुग्ध उत्पादकों की उपज हेतु पनीर, घी आदि बनाने का प्रशिक्षण दिये जाने, दुग्ध समितियों की सक्रियता बढ़ाने एवं दुग्ध प्रसंस्करण केन्द्र खोले जाने। होम स्टे की संख्या बढ़ाये जाने, इकोटूरिज्म गतिविधियों को पर्यटक स्थलों के रूप में विकसित किए जाने, पर्यटन से जुड़े कौशल विकास प्रशिक्षण कार्यक्रमों को बढ़ाए जाने, क्षमता निर्माण प्रशिक्षण कार्यक्रम एवं उद्यमिता विकास कार्यक्रम आयोजित किये जाने, मनरेगा में समान अवसर और भागीदारी सुनिश्चित करके महिलाओं के प्रतिनिधित्व को बनाए रखना, फसलों को बंदरों और जंगली सूअरों जैसे जानवरों से नुकसान से बचाव हेतु वन विभाग की सहायता से बन्दरबाड़ोध्सोलर पावर फैन्सिंग का निर्माण कराये जाना, ग्राम पंचायतों में नर्सरियों बनाये जाना तथा औषधीय एवं सुगंधित पौंधों की कृषि को महत्वपूर्ण आजीविका उत्पादन गतिविधियों में विकसित किए जाना, जनपद में जड़ी-बूटी की खेती एवं कृषि आधारित उद्योगों को बढ़ावा दिया जाना, जनपद में चाय के क्षेत्रफल को बढ़ावा दिया जाना, जनपद में बागवानी के क्षेत्रों को बढ़ाये जाना शामिल है।

इस अवसर पर आयोग के सदस्यों रामप्रकाश पैन्यूली, सुरेश सुयाल, दिनेश रावत घण्डियाल, अनिल सिंह शाही एवं वीडियो कांफ्रेंसिंग के माध्यम से रूद्रप्रयाग से रंजना रावत ने अपने सुझाव रखे। अपर मुख्य सचिव मनीषा पंवार ने आयोग की सिफारिशों पर की जा रही कार्यवाही की जानकारी दी। आयोग के सदस्य सचिव रोशन लाल एवं अन्य अधिकारी भी बैठक में उपस्थित थे।
